Cultivating Creativity: How the Minnesota Legislature is Investing in the Arts in 2023

Minnesota’s vibrant arts scene is a cornerstone of our St. Paul identity. From the Ordway Center for the Arts to Teatro del Pueblo and the Penumbra Theater, our state promotes artistic expression across all disciplines. However, for this creativity to thrive, continued support is needed. The 2023 Minnesota Legislature has taken important steps to prioritize programs and legislation that cultivate sustainability in the arts for Minnesotans of all ages.

Growing up between the West Side and Downtown neighborhoods of St. Paul, music wasn’t just a hobby, it was a lifeline. Performing traditional Afro-Puerto Rican music at age 5 and writing original hip-hop songs at age 11 ignited a passion for creativity that still burns brightly today. For example, I know firsthand the power of quality programming to unlock a child’s artistic potential and nurture their love of music.

During my first term, I defended several bills to promote various outlets and platforms for artistic expression and music education. This included securing funding for the renovation of Walker West, a historic St. Paul institution dedicated to providing children and families with access to the arts.

Walker West’s legacy of advocacy and dedication to cultural and global music education is truly inspiring. Their teachers are passionate about passing on the richness of these traditions to the next generation. I am thrilled to see Walker West’s expansion, which will ensure its vital work benefits current and future generations of Minnesota’s young musicians.

A major highlight is the increase in funding for the Minnesota State Arts Board (MSAB). This vital agency plays a crucial role in supporting arts organizations, artists and arts education through grants and programs. The funding boost will allow the MSAB to expand its reach, ensuring a broader range of artistic voices are heard while uniting and celebrating communities through platforms for cultural performance and expression.

Recognizing the importance of inclusivity, the Legislature allocated funding specifically for arts programs that target underserved communities. This investment aims to break down barriers and provide access to arts education and participation for all Minnesotans, regardless of socio-economic background. By promoting diverse artistic expression, we enrich the cultural landscape for all.

The 2023 session also prioritized arts education, to develop creativity and critical thinking skills in young minds. Increased funding for arts integration programs will allow schools to integrate music, visual arts, theater and dance into the core curriculum. This holistic approach promotes well-educated students and instills a lifelong appreciation for the arts.

The legislator focused on the economic reality that many artists face. Funds were allocated for programs that provide professional development opportunities, helping artists hone their skills, market their work and build sustainable careers. In addition, initiatives have been taken to explore the feasibility of a basic income program for artists, which would provide an essential safety net allowing them to focus on their creative pursuits.

The legislature recognized the importance of physical spaces for artistic creation and designated funds for arts infrastructure projects. This includes renovating outdated theaters, providing subsidies for new art studios or breathing new life into cultural centers in rural communities. By investing in these spaces, we ensure artists have the facilities they need to thrive.

Minnesota’s significant investments in the arts are a positive step toward a vibrant and sustainable creative future for all Minnesotans. By nurturing artistic expression, promoting education, and supporting artists, we cultivate a state where creativity flourishes. This, in turn, enriches our communities, strengthens our economy and positions Minnesota as a national leader in artistic innovation. As a leader in St. Paul, I will continue to lead the fight to preserve and strengthen our cultural arts and music scene. By ensuring everyone has access to these programs, we will keep the flame of creativity burning brightly at the center of our community for all Minnesotans.
