Ukraine yesterday suspended consular services for men of military age abroad, with the exception of services that help them return to their home country. In doing so, Ukraine has dramatically stepped up its efforts to encourage conscription in the war against Russia.

Hundreds of thousands of Ukrainian military-age men live abroad and the country faces an acute troop shortage against a larger, better-equipped enemy, nearly 26 months after Russia’s all-out invasion.
