The U.S. DHS is exploring options to use artificial intelligence to instruct immigration agents on how to interact with migrants

The Department of Homeland Security (DHS) is using artificial intelligence to train people who review refugee applications in the United States, Secretary Alejandro Mayorkas announced Tuesday.

The Department of Homeland Security (DHS) is testing artificial intelligence to train staff who investigate refugee claims in the United States, Secretary Alejandro Mayorkas told reporters on Tuesday.

The work involves what Mayorkas calls “labor-intensive” teaching, often involving older workers. In this process, he explained, DHS trains machines to act like fugitives so agents can practice interrogating them.

“Refugee applicants, given the trauma they have endured, are reluctant to describe that trauma,” he stated. “So we also teach the machine to exercise restraint” and to imitate other “characteristics” of candidates.

The comments, made on the sidelines of the security-focused RSA conference in San Francisco, build on DHS AI initiatives unveiled earlier this year. The government has said it plans to create an interactive app to supplement the training of immigration officials, based on so-called generative AI, which generates unique information based on previous data.

Specifically, United States Citizenship and Immigration Services, a DHS agency, would develop an AI program to personalize training materials to officers’ needs and train them to make more correct decisions, the department said.

DHS has informed us that AI will not make immigration judgments on its own. Mayorkas stated that the AI can assist officers by understanding country-specific conditions and other information.

The experiment is one of many studies being conducted in industry and government to reduce costs and improve performance using AI, especially after the large-scale launch of ChatGPT in 2022. Such experiments have not been without drawbacks, such as translation errors, incorrect time frames and pronouns.

In addition to the more “advanced” AI implementations, Mayorkas said the department has been trying to detect irregularities when commercial trucks and passenger vehicles cross the border. The goal, he said, is to help the agency detect attempts to smuggle fentanyl and other contraband into the United States.
